Oshkosh, WI – Aaron Wojciechowski, candidate for U.S. Congress calls on Representative Glenn Grothman (R-WI-06) to vote against the Senate’s version of the so-called “One Big Beautiful Bill” when it returns to the House for a final vote. This sprawling 940-page legislation, passed by the Senate on July 1, 2025, with a tie-breaking vote from Vice President JD Vance, threatens devastating consequences for the communities, families, and local governments of Wisconsin’s 6th Congressional District. The bill’s massive cuts to essential programs like Medicaid, Medicare, SNAP, and clean energy initiatives, coupled with tax breaks for the ultra-wealthy, prioritize corporate interests over the needs of hardworking Wisconsinites.
Medicaid Cuts Threaten Healthcare Access
The Senate’s bill slashes Medicaid by $930 billion over the next decade, according to the Congressional Budget Office (CBO). These cuts, the largest in Medicaid’s history, are projected to leave 11.8 million Americans uninsured by 2034, including thousands in the 6th District, which spans communities like Fond du Lac, Oshkosh, and Sheboygan. The legislation introduces burdensome work requirements for adults up to age 65 and imposes new $35 co-payments for Medicaid services, effectively acting as a “sick tax” that will hit low-income families hardest.
In the 6th District, where rural hospitals already face financial strain, these cuts could be catastrophic. Despite a $50 billion fund to offset Medicaid reductions for rural hospitals, this amount falls far short of mitigating the impact of nearly $1 trillion in cuts. Rural healthcare providers in places like Waupun and Ripon may be forced to reduce services or close entirely, leaving residents without access to critical care and increasing pressure on local governments to fill the gap.
Medicare Faces Collateral Damage
While the bill directly targets Medicaid, its $930 billion in combined cuts to Medicaid, Medicare, and the Affordable Care Act will inadvertently harm Medicare beneficiaries in the 6th District. The Committee for a Responsible Federal Budget estimates that these cuts could accelerate the insolvency of Medicare’s Hospital Insurance trust fund from 2036 to 2030. For the district’s seniors, who rely on Medicare for hospital care, this could mean reduced access to services and higher out-of-pocket costs, further straining household budgets in communities like Manitowoc and Beaver Dam.
SNAP Cuts Jeopardize Food Security
The bill’s assault on the Supplemental Nutrition Assistance Program (SNAP) will cut benefits for approximately 3 million Americans, including many in the 6th District, by imposing new 80-hour-a-month work requirements and shifting costs to states with payment error rates above 6%. In a district where 40,000 residents rely on SNAP to put food on the table, these cuts will exacerbate hunger and strain local food banks and charities in places like Port Washington and Menasha. Local governments will face increased pressure to support food-insecure families, diverting resources from other critical services.
Clean Energy Cuts Undermine Economic Growth
The Senate’s bill eliminates tax credits for wind, solar, and other clean energy initiatives established under the Inflation Reduction Act, threatening Wisconsin’s growing clean energy sector. In the 6th District, where companies and workers are investing in renewable energy projects, these cuts could stifle job creation and innovation. Small businesses and farmers in rural areas, who benefit from clean energy incentives, will lose opportunities to reduce energy costs and contribute to a sustainable economy, impacting communities like Plymouth and Brownsville.
Tax Breaks for the Ultra-Wealthy Widen Inequality
To finance these cuts, the bill extends the 2017 tax cuts, delivering $4.5 trillion in benefits primarily to the ultra-wealthy, per the CBO. The CRFB notes that households earning over $500,000 gain an average $12,000 annual tax cut, while those earning under $15,000 face a 12% tax hike by 2027. A $200 billion estate tax break for the richest 0.2% does nothing for 6th District. Moreover, this bill’s projected $3.3 trillion deficit increase threatens local budgets in Portage and New Holstein, which risks long-term economic instability, cuts to schools and services, and deepening inequality for working-class Wisconsinites.
